Increase in Civilian Casualties in Ukraine

The past year has been the deadliest for civilians in Ukraine since the onset of the conflict, as the number of casualties has significantly escalated due to intensifying hostilities along the front lines and the extensive use of long-range weaponry by Russia, according to a report from the UN Human Rights Monitoring Mission in Ukraine.

In a report published on Monday, the UN monitor highlighted that "the total number of civilian casualties in Ukraine in 2025 reached at least 2,514 dead and 12,142 injured, marking a 31% increase compared to 2024 and a 70% surge from 2023."

Most of the verified casualties in the Russia-Ukraine war occurred in government-controlled territories from attacks launched by Russian armed forces. Increased Russian efforts to capture territories in 2025 have resulted in the killing and injuring of civilians, destruction of critical infrastructure, and new waves of displacement in frontline areas.

It is estimated that nearly two-thirds of all casualties from the previous year were recorded in frontline zones, with elderly individuals being particularly affected as they remained in their villages. Additionally, civilian casualties caused by short-range drones have risen significantly. "Our monitoring indicates that this increase was driven not only by the intensification of hostilities along the front lines but also by the widespread use of long-range weapons, which has exposed civilians across the country to greater risks," stated Danielle Bell, head of the UN mission.

Hundreds of thousands of soldiers on both sides are believed to have been injured or killed in the deadliest war in Europe since World War II, although neither side publishes complete figures. The UN has verified nearly 15,000 civilian deaths, adding that "the actual extent of civilian devastation is likely much higher," as many cases cannot be verified and access is limited in areas under Russian occupation.

The war is set to enter its fifth year in February, but the issue of territorial concessions remains a major contentious point. Last November, former U.S. President Donald Trump presented a 28-point peace plan for Ukraine, which involves Ukraine ceding significant amounts of territory occupied by Russia over the nearly four years of war. However, Ukrainian President Volodymyr Zelenskyy has repeatedly asserted that this is unacceptable for Ukraine.
