Tax on Contraceptives and Cheaper Childcare Services

Starting January 1, Chinese citizens will face a 13% tax on the sale of contraceptives, while childcare services will be exempt from taxation. This measure is part of a broader effort by the Chinese economy, which is grappling with an aging population and stagnating economy, to encourage young people to marry and have children.

According to official data, China's population has declined for three consecutive years, with only 9.54 million births recorded in 2024, approximately half the number of births recorded a decade ago when China began relaxing its child limit regulations.

Critics suggest that taxing contraceptives could lead to an increase in unwanted pregnancies and HIV infection rates. Furthermore, there have been jokes on social media about how this measure may not affect people's decisions to have children, particularly given the high costs of raising them in China.

On the other hand, many young individuals, like Daniel Luo from Henan province, believe the tax will not significantly impact their decisions regarding having more children. Luo compared the cost of the condom tax to a fare increase on the subway, asserting that people will continue to use public transportation regardless of price hikes.

However, concerns remain that imposing a tax on contraceptives may place additional pressure on those facing financial difficulties, as it could encourage risky behavior among students or low-income individuals.

Experts believe that the government's measures to encourage higher birth rates might be insufficient, as they are influenced by external factors and public perceptions of government intrusion in personal life. This poses a considerable challenge, especially in a society that is becoming increasingly individualistic, where authentic interactions are becoming rarer.
