Historic shift at the UN”: Security Council endorses Trump’s 20-point Gaza plan — Russia and China abstain, Hamas rejects outright

In a dramatic and high-stakes vote, the UN Security Council approved a US-drafted resolution endorsing President Donald Trump’s 20-point peace plan for Gaza. The final tally: 13 votes in favour, none against, with Russia and China abstaining, allowing the resolution to pass.

Trump celebrated the moment as a global turning point:
“One of the biggest approvals in UN history… it will bring peace across the world,” he wrote on Truth Social.

What the plan includes: ISF and the Board of Peace

The resolution authorizes the creation of two major structures:

1. International Stabilisation Force (ISF)

A multinational force that, according to the US, several unnamed countries have already agreed to join.
ISF will coordinate with Israel, Egypt, and a newly trained Palestinian police force.
Its tasks:

  • securing borders,

  • permanently disarming non-state armed groups, including Hamas,

  • dismantling militant infrastructure,

  • protecting Palestinian civilians.

2. Board of Peace (BoP)

A transitional governing body supervising a technocratic, apolitical Palestinian committee.
BoP will oversee:

  • reconstruction,

  • humanitarian aid distribution,

  • governance reforms.

Reconstruction financing will come from a World Bank–managed trust fund.

Hamas rejects the plan: “international guardianship”

Hamas responded immediately on Telegram:
“The plan imposes an international guardianship mechanism over Gaza… giving international forces roles that align with the occupation.”

The group argues that the disarmament mandate violates Palestinian rights.

Russia and China abstain, criticize the text

Though they did not veto the resolution, Moscow and Beijing expressed concerns:

  • lack of clarity on ISF and BoP composition;

  • insufficient UN involvement;

  • the resolution does not firmly reiterate commitment to the two-state solution.

Regional support pushed the resolution through

The Palestinian Authority, along with Egypt, Saudi Arabia, Turkey and other majority-Muslim nations, called for rapid adoption.

The PA issued a statement urging immediate implementation.

War realities remain brutal

The first phase of Trump’s plan — a ceasefire and the exchange of hostages and detainees — took effect on 10 October.

War casualties:

  • 1,200 people killed in Hamas’s 7 October 2023 attack;

  • 251 hostages taken;

  • 69,483 Palestinians killed by Israeli military actions (Hamas-run health ministry figures).

UN warns that “implementation is the hard part”

Spokespeople for Secretary-General António Guterres emphasized that the resolution must now transform into:
“Concrete, urgently-needed steps on the ground and a political process towards a two-state solution.”

The Trump plan marks the beginning of an entirely new governance model for Gaza — one that could reshape the Middle East or deepen tensions, depending on what happens next.
