In response to widespread condemnation, Elon Musk recently announced that anyone using Grok to create illegal content will face the same consequences as if they were directly uploading such materials. Grok has limited image generation on the social media platform X, following negative reactions regarding its use for creating sexualized deepfakes of women and children.

Exclusive Access for Subscribers

As of January 9, 2026, Grok informed X users that the features for generating and editing images are now only available to paying subscribers. Although the Grok application operates separately from X, it still allows users to generate images without a subscription.

International Criticism

This move comes after Musk was threatened with fines, and several countries publicly opposed the tool, which enables users to alter images online to remove clothing from subjects. The European Commission stated that such images circulating on X are illegal and outright shocking. Additionally, the UK's data regulator has requested the platform to explain how it complies with data protection laws, given concerns that Grok generates abusive sexual images of women.

Misguided Criticism

The office of British Prime Minister Keir Starmer labeled the limitation of access to paying subscribers as "insulting" to victims and "not a solution." A spokesperson from Downing Street stated, "This simply turns an AI feature that allows the creation of illegal images into a premium service. It’s an insult to victims of misogyny and sexual violence."

Platform Responsibility

Thomas Regnier, a spokesperson for digital business at the EU, emphasized that the fundamental issue remains unchanged, whether through paid or free subscriptions. "We do not want to see such images. It’s that simple," he said, adding that platforms must ensure their systems do not allow for the generation of illegal content. The European Commission has ordered X to retain all internal documents and data related to Grok until the end of 2026, in response to the scandal surrounding sexualized images.
