Catholic Church in Spain Signs Agreement for Compensation in Sexual Abuse Cases

A Significant Step Towards Justice

The Catholic Church in Spain has reached an agreement with the government to compensate victims of sexual abuse committed by clergy members. This agreement responds to complaints that religious leaders have not adequately addressed the issue. The government will coordinate potential compensations with the Church, managing cases where other legal avenues are no longer available.

Government estimates suggest that hundreds of thousands of Spaniards have suffered sexual abuse at the hands of Church figures. Justice Minister Félix Bolaños stated that "a democracy should not allow the existence of victims who have never been compensated."

The agreement was also signed by Luis Argüello, president of the Episcopal Conference, and Jesús Díaz Sariego, president of Confer, representing Catholic congregations. Sariego emphasized that the initiative addresses crimes that have exceeded the statute of limitations.

A 2023 study estimated that 1.1% of the population has suffered sexual abuse from clergy, equivalent to approximately 440,000 individuals. However, the Church has contested these findings and instituted a reparative program that has been criticized for its lack of transparency.

Under the new system, victims will be able to submit their cases to a new agency created by the Ministry of Justice, which will refer them to the Ombudsman’s Office for the development of a compensation proposal.
