French President Emmanuel Macron announced that a security declaration supported by Ukraine's allies, including the United States, marks a "significant step" towards ending Russia's invasion of Ukraine as part of a peace solution. Ukrainian President Volodymyr Zelenskyy, Macron, and British Prime Minister Keir Starmer signed a declaration of intent on Tuesday to deploy international forces to support defense, reconstruction, and strategic stability in Kyiv, should a ceasefire with Russia be reached.
Unclear Details About Support Forces
The size of the support forces has not been disclosed, and many details of the plan remain unclear. Following a meeting with over twenty countries in Paris, Macron stated that officials agreed on mechanisms to monitor the ceasefire under U.S. leadership. The countries, referred to as the "coalition of the willing," have been exploring ways to deter any future Russian aggression if it agrees to stop the fighting with Ukraine.
Commitments to Security and Prosperity
Starmer mentioned that allies will participate in the monitoring and verification of the ceasefire under U.S. guidance, will support the long-term supply of armaments for Ukraine's defense, and will work on mandatory support commitments for Ukraine in the event of a future attack from Russia. U.S. representative Steve Witkoff noted significant progress on multiple critical issues, including security guarantees and a "prosperity plan." The security protocol for Ukraine is "largely finalized," he added.
Necessary Compromises for Peace
German Chancellor Friedrich Merz stated that Ukraine's reconstruction is inextricably linked to security guarantees. "Economic power will be indispensable to ensure that Ukraine can credibly deter Russia in the future," Merz emphasized. However, he pointed out that Ukraine and its European allies will need to accept "compromises" to reach a peace agreement.
Starmer added that peace in Ukraine is closer than ever, although "what comes next will be the hardest." The UK and France are set to establish military hubs in Ukraine in the event of a peace agreement with Russia. Moscow has revealed few details regarding its position in the U.S.-led peace negotiations, and officials have reiterated Russia's demands, insisting that there can be no ceasefire until a comprehensive agreement is reached.
