Changes to the SBU Leadership

Ukrainian President Volodymyr Zelensky has decided to renew the leadership of the Security Service of Ukraine (SBU), replacing the influential Vasyl Malyuk with Major General Yevhenii Khmara as the interim head. The SBU plays essential roles in internal security and counterintelligence, significantly contributing to assassinations and deep sabotage operations on Russian territory since the full-scale invasion by Russia began in 2022.

Criticism Surrounds Zelensky's Decision

Malyuk, who had led the SBU since 2022, earned recognition for his successful operations against Russia and for cleaning the agency of double agents. The recent changes are part of a series of reshuffles implemented by Zelensky since the onset of the war. Malyuk coordinated last year’s audacious operation "Web" where over 100 Ukrainian drones struck deep within Russian territory. Criticism regarding his dismissal was intensified by sources suggesting that he did not wish to resign voluntarily.

The Future of the SBU Under New Leadership

Despite Malyuk's removal, he has been asked to continue leading special operations against Russia. Zelensky stressed the need for "asymmetric operations against Russian forces," noting that Malyuk is "best at this." Khmara's appointment has raised concerns about the future of the SBU, with former SBU officer Ivan Stupak stating that while Khmara's reputation is solid, it is limited to a specific field, leaving his capacity to lead the SBU uncertain.

Political and Military Context

For Ukraine, after nearly four years of war, it is increasingly challenging to confront Russian forces on the battlefield. Other options are on the table, and experts suggest that at this stage of the war, the SBU leader should be someone specialized in neutralizing Russian military capabilities on Russian territory.
