Moldova Joins the European "Roam Like at Home" Space
A Milestone Achievement: Free Roaming in the EU for Moldovan Citizens Since January 1st, 2026
Starting January 1, 2026, the Republic Moldova has officially entered a new and decisive stage of its European integration journey. Citizens can now travel across the European Union while staying connected through the "Roam Like at Home" regime. This historic shift means that additional roaming charges for calls, SMS, and mobile data are a thing of the past for Moldovan travelers within the EU.
How It Works: Domestic Rates Abroad
The "Roam Like at Home" policy ensures that your mobile subscription follows you across borders. Whether you are on a business trip in Brussels or a vacation in Greece, your Moldovan SIM card operates under domestic conditions.
-
Calls and SMS: When calling back home to Moldova from any EU member state, the minutes used are deducted from your national allowance. If your plan includes unlimited national minutes, these remain unlimited while roaming.
-
Mobile Data: You can use your mobile data without fear of "bill shock." However, to ensure market stability, the EU applies a "Fair Use Policy." This limit is calculated based on the monthly price of your subscription. Once you exceed this threshold, a small, EU-regulated surcharge may apply, but it remains significantly lower than previous roaming rates.
-
International vs. Roaming: It is crucial to distinguish between roaming and international calls. Calling from the EU back to Moldova is now part of your roaming benefit. However, calling from Moldova to an EU country, or calling between two different EU countries, is still categorized as an international call and will be charged according to your provider's standard international rates.
The Bigger Picture: Connectivity and Integration
This breakthrough follows a strategic decision by the European Commission in July 2025. Moldova’s inclusion in the regulated roaming space happened alongside Ukraine, which had already benefited from interim agreements since 2022. By bringing both countries into the fold, the EU is creating a unified digital corridor that facilitates easier movement of people, goods, and services.
This move is a tangible benefit that impacts the pockets of every Moldovan citizen. It reflects the successful harmonization of Moldova’s telecommunications laws with EU standards. For the Moldovan diaspora and students abroad, this means staying closer to home than ever before, proving that the European path leads to practical, everyday improvements in the quality of life.
