Japan and the Philippines signed two defense pacts on Thursday, including an agreement that allows their forces to share supplies and services, as part of a series of agreements aimed at countering China's regional assertiveness. Tokyo and Manila have significantly deepened military ties in recent years, forming a security partnership with Washington, with Japan providing patrol boats and radio equipment to the Philippines.
Details of the Agreement
Japanese Foreign Minister Toshimitsu Motegi signed the Reciprocal Procurement and Services Agreement with Philippine Secretary of State Theresa Lazaro in Manila. The agreement allows for tax-free provision of ammunition, fuel, food, and other necessities when their forces conduct joint training exercises. Motegi and Lazaro also announced a $6 million official security assistance package from Tokyo to fund the construction of facilities for rubber boats donated by Japan to bolster Manila's naval capabilities.
Regional Concerns
The Philippines and China have had frequent confrontations in the South China Sea, which Beijing claims almost entirely, despite an international court ruling stating that this claim has no legal basis. Motegi stated that he and Lazaro agreed to continue opposing unilateral attempts to change the status quo by force or coercion in the East and South China Seas, making a clear reference to Beijing's rising assertiveness without mentioning it explicitly.
Geopolitical Context
In mid-2024, the two countries signed the Reciprocal Access Agreement, which allows the deployment of forces from one country on the territory of the other for joint combat exercises, including live-fire drills. This agreement came into effect in September. Relations between China and Japan have been strained due to historical and territorial issues, and recent statements by Japanese Prime Minister Sanae Takaichi, suggesting a possible military intervention in the event of a Chinese attack on Taiwan, have drastically changed the atmosphere between the two nations.
