UK to overhaul migration system: refugee status to become temporary, permanent residency possible only after 20 years

The United Kingdom is preparing what officials describe as the most substantial overhaul of its migration rules in decades. According to The Independent, Home Secretary Shabana Mahmood will present the reform package on 17 November, aiming to “restore control and fairness” within the asylum system.

Refugee status to become temporary

Under the proposed changes, refugees will no longer gain an automatic pathway to permanent residency. Instead, their status will become temporary and must be renewed every 2.5 years. Access to indefinite leave to remain could be delayed for up to 20 years from the date of the initial approval.

The reform comes amid a record surge in asylum applications. In 2024, the UK received 108,000 asylum claims — the highest number since records began in 1979. The total represents a 28% increase compared to the previous year.

Government aims to curb irregular migration

The move aligns with the government’s broader strategy to reduce the number of migrants arriving through dangerous routes, particularly small boat crossings across the English Channel. Officials argue that the current system, perceived as too lenient, unintentionally encourages irregular migration and strains public services.

The Home Office maintains that stricter, renewable refugee status will ensure better oversight while maintaining the UK’s international commitments.

Divisive reaction and human rights concerns

The proposed changes have sparked strong reactions from advocacy groups. Critics say that keeping refugees in prolonged legal uncertainty could expose vulnerable individuals to further hardship and hinder their integration into society.

A 20-year wait for permanent residency would make the UK one of the strictest countries in Europe in terms of long-term protection rights.

Nevertheless, Mahmood insists the reforms are essential to ensure a “sustainable, credible” asylum system and prevent abuses of the current framework.
